Invitation to Participate (ITP)

The Invitation to Participate (ITP) is the registration process for organizations interested in becoming an Enrollment Entity (EE) for the Healthy Families and Medi-Cal for Families Programs. Organizations must qualify under at least one of the categories listed on the ITP form in order to become an EE. Certified Application Assistants (CAAs) who are affiliated with an EE can assist families to complete the Healthy Families application. Most EEs are also eligible to receive reimbursement for those applications, which result in a child successfully enrolling in either the Medi-Cal or Healthy Families Program. In addition, additional incentives are paid to EEs who utilize the HeApp online application system. Complete ITPs are processed within five business days of receipt. The EE/CAA Liaison Staff at the Healthy Families Program will notify your organization in writing when they have completed reviewing your ITP. You will receive a Welcome Letter, Missing Information Letter or a Denial Letter.

Please take the time to review the EE requirements and required documents (listed on the ITP instructions and on the ITP form) to ensure a complete ITP form is submitted. This will ensure your ITP is processed in the most expedient manner.

Please download the following documents to begin the Registration process. Complete ITPs include the six page application form, a signed W-9 Tax Form and attached copy of your State License/Certificate or tax-exempt status (see page 2 of ITP for required documents).

Every two years the Healthy Families Program will contact you to update your organizations profile information. A notice will be sent to your organization approximately 60 days prior to your organizations two-year anniversary month.

Bulk Applications and Handbooks

Community-based Organizations, Enrollment Entities, and Certified Application Assistants can also obtain bulk supplies of the Healthy Families Application and Handbook. Please download the Marketing Materials Order Form (pdf 636KB), read the instructions, and submit your order.

School-Based Outreach Materials

In efforts to assist families in applying for health, dental and vision coverage for their children, Schools and School Districts may order and distribute flyers that can be handed out to families who may be interested in applying for insurance. Organizations may order large quantities of Request For Information (RFI) flyers from Healthy Families through the RFI Order Form.

RFI flyers may be ordered in 11 languages: English, Spanish, Russian, Lao, Vietnamese, Korean, Cambodian, Hmong, Farsi, Chinese or Armenian. RFI flyers in English and Spanish can be ordered with custom information for the organization (such as name, address, phone number, etc.).

HFP Advisory Panel and Outreach Work Group

Role and Responsibilities:

The Advisory Panel was set up as part of the Healthy Families law to advise the Managed Risk Medical Insurance Board (MRMIB) on policies, regulations, operations, and implementation of the Healthy Families Program (HFP). The Advisory Panel is comprised of 15 members who serve three-year terms on a voluntary basis.

The Healthy Families Program is a state and federal subsidized children's health, dental, and vision insurance program for children in low to moderate income families. The program was implemented on July 1, 1998, and is currently insuring more than 800,000 children.

The Advisory Panel meets on a quarterly basis and the meetings are usually from 9:30 a.m. to 3:00 p.m. in Sacramento.
